Download the bbb-devkittools rar file and 3ds to cia tool. Extract both files. Navigate to bbb-devkittoolsSDK-2.3.4. Take the Config.csu file and move it to 3DS Simple CIA Converter v4.3roms. Change the extention of Config.csu to Config.3ds. Run 3dssimplecia and click convert 3DS ROM to CIA. Select the roms file. After a few seconds, you can download 3DS files.
